It is a book about a company called Semco and how the owner refactored the company to make the whole thing agile. Every employee is empowered to make change, no one has offices. They are trusted with all the financial details of the company and trained in how to understand the financial data. Armed with this and knowing what everyone gets paid they are able to set their own wages. They have to get agreement from peers.
